OMB Memorandum No. M-99-18
On June 2, 1999, the Office of Management and Budget issued Memorandum M-99-18
directing agencies to post privacy policies on their principal Web sites, any
known major entry points, and any Web page where substantial personal information
is collected from the public. The privacy policy must state what information is
being collected, why it is being collected, and how the agency will use the
information. Privacy policies must be clearly labeled and easily accessed when
an individual visits a Web site.
